There is no Vegeta in One Piece, Oda doesn't have the balls for it. Vegeta was legitimately close to Goku at many different parts of DB, he was even stronger at times like the Saiyan Saga, in Super there are times you can make a case he edges out but at the very least he's definitely close.

Vegeta is a great rival for Goku and his growth into accepting Goku’s superiority after 350~ chapters of bitter competition is great. GT even pushes this further with themes of Vegeta being at ease with Goku and his own strength, showing a more domestic and zen Begeta.

Super is irrelevant bro, Vegeta was stronger then Goku only in the start of the Saiyan saga when he was still supposed to be a villain and maybe like the very start of the cell saga(who even cares). Once he became a rival/cast member, he was convinced Goku was the legendary super saiyan and was begging for him to take out Freiza for him. The only time they fought after that is when Vegeta had to get a special powerup from Babadi, and still had to cheapshot a Goku who wasn´t even using his final form. , Kidd at least came out of Wano taking down a secondary villain around Kaidos level, even though he had help, and he probably came into Wano above Luffy before he got advanced Haki.

Post saiyan saga , Vegeta has always been inferior to Goku tbf outside of few instances like before Goku was going to enter time chamber and vegeta came out of it.

Meanwhile, Luffy and Kidd wouldn't give two shits about each other. They have no chemistry as rivals.

Loda did Kid dirty he could have been a good rival, but I don’t think he wants anyone that could pose tiniest bit of threat to his golden boy. The closest we have got is Kurohige
