Given whats being set up here, its starting to make sense how the God Valley incident even starts:
- The WG is there because of whatever Garling found (Uranus or some other weapon/object). The fact that Saturn is here supports that its something major. The slaughter of GVs inhabitants is a cover.
- At some point Shakky is kidnapped. This still needs to happen as shes the treasure of Pirate Island. It was implied last chapter that one of the Rocks pirates (Kyou) is a traitor, possibly a marine spy like people are guessing... i assume he takes her as bait for whatever reason.
- Presumably Rocks goes there for the same reason as the WG. Whitebeards dialogue seems to imply this: "We gotta confirm it's here first". Its not about Shakky in this case.
- The rest of his crew want various things. Kaido and BM want DFs for example.
- Roger clearly came because he's a Shakky simp lol, thats all. Based on spoilers Im guessing we get setup for that "captain" joke. Gaban's dialogue strongly implies that and Roger clearly is emotional because of it.
- Garp shows up because of Roger, simple enough
So yes, several things are happening and there are multiple goals between each of the factions involved.

Became a pirate and pulled back up to Wano to reclaim his homeland
Lost his entire crew fighting to free his people
I'm not entirely surprised by him being so loyal though. He pulled up on Blackbeard pretty much by himself just to save Absalom even after losing his Warlord title
