Prime Rocks = Harald.

Harald was alive, world-renowned and well into his prime by the time Roger and WB were top 2. Yet, after Roger died, Whitebeard became known as the WSM and king of the seas. Same Whitebeard who was stated by the narrator to be <= Roger.

Thus, Prime Roger >= Whitebeard > Rocks = Harald.

Never bet against the Pirate King

Betting against Pirate King is the easiest win of anyone's life.
We knew Rocks = Harald since their first clash. Nothing new.
People simply cant powerscale Oda's speedrun in flashbacks...

Roger and WB were never the top 2. They were praised at the start of the story when nobody else was even known.
Whitebeard also didnt become WSM after Roger's death.
Narrator treats WB and Roger as equals, there is nothing else.

The juicy part is here - Harald was still in his prime when he was killed 14 years ago.
And who is WSC since 28 years ago?
Kaido! As I said, the strongest out of that generation has always been the Dragon King. All others are his hype tools.

The scaling goes this way - Kaido>Oden>Rocks/Harald>~Shanks~Whitbeard~Roger.
Roger is very likely the weakest among these guys.
