I don't disagree with the idea of Primebeard and Roger being equal to Rocks and Harald, but are you certain re: WB's title?

IIRC he had it even while Roger was alive.

WB was only ever called WSM after Roger died as far as we know in-canon

No one's referred to WB as WSM as long as Roger's been alive

WB/Roger - Shanks/Mihawk are all extremely important and established characters

Harald appeared out of the blue

Even Oden was more important lore wise and he has the courtesy of dying before Kaido reached his peak and he still wasnt as strong as WB/Roger etc

Harald isn’t that out of the blue, we were told pre time skip that the Giant warrior pirates were the greatest pirates on the sea 100 years ago.

Oda realized that this statement didn’t make any sense after making Dory and Broggy so weak and making the One piece verse so much stronger than it was by Little garden. so Oda side stepped his own statement to say that Giants in general ruled the sea since all Giants were thieves and pirates, not just the Dory and Broggy pirates, the entire country was pirates basically.

So Oda is covering his tracks. Giants can’t be considered the top pirates of several centuries if their top man in each century isn’t pirate king tier
