His intention was to connect his people with other kingdoms, sadly that could be done by joining the WG because Harald did mention they kept getting in his way preventing him from doing that, leaving that as option

May have had good intentions but he should have never trusted these guys

And the last thing he needed was to join Xebec, he would never be able to reach and connect elbaph with other kingdoms, they already fear the giants reputation

Garp, a HIGH LEVEL marine who knows everything about WG laughed at Harald's goal and said it's never gonna happen.

Harald could've just formed friendship ties with other nations without needing any recognition from the most corrupted organisation.

Elbaf was already a feared nation before Harald ruined the country.

In this very chapter you see people talking about giants past .
People often don't separate the reader view from the characters view .
Teaming up with the world worst criminal would have made things 100 times worst for them in long run in the OP world eyes.
