Bro, they are an antagonistic group who have been tied with extreme corruption since the beginning. They put a bounty and hunted down an 8 year old, were taking bribes from Arlong and had ties to like, warlords, and they wanted to hunt down a baby Ace. The current fleet admiral is Sakazuki lol.

There's some exceptions like Smoker and Corazon, but they're far and few between
