Dragon is debatable. Imo he'll be on Mihawk's level when it's all said and done
Luffy is also debatable, he might jump Teach with Koby like Roger did to Xebec with Garp

This was Rocks' era. Roger's isn't for another decade. Sengoku talks about this. This is before either Roger and Garp were directly famous for things they did.

It was never: "Garp and Roger teamed up to beat Xebec"

It was always for the past 200 chapters: "Garp and Roger teamed up to beat the Rocks Pirates"

Fan Headcannon turned it into Xebec vs Garp and Roger. People have been trying to correct this for ages, but Agenda Piece reigns supreme over One Piece.



We also literally see that Xebec is the one who started the fight with Roger in Kuma's flashback, not other way around. Yet the fandom still pushes "Roger fought Rocks to protect CD slaves".. lol.


The three are treated as entities on par with each other. Why would they be teaming up for a 2vs1, considering their insane pride.
