I don‘t even think awakening Kaido could‘ve worked if Oda decided to beat him „“ in a 1v1 setting“.
For instance I don‘t believe that every strong character has awakened it‘s fruit. I don‘t even believe WB had his fruit awakened.
I mean he would‘ve been over the top and how would his awakened Gura Gura No Mi even work.

Clear as day to me that WB and Linlin were the Top 2 after Rocks while Shiki was competing with Kaido for No 3 spot
