Garp hasn't reached his peak either though according to your logic. He's in the exact same boat as Roger, WB is not far behind at all. BM is a bit younger and obviously Kaidou can be excluded.

People really don't take into consideration that, apart from Rocks, that is gonna die here, all of these characters develop themselves further into their journeys. Kaido/BM/WB become Yonkos (theories about Shiki being the Yonko prior to Shanks arise), Roger became PK and fought a much stronger WB multiple times, Ray/Gaban also grew, Garp did that training later in his carreer just for Chinjao and Garp seems like the type who constantly trains, etc.

Rayleigh is not just roughed up. He is beaten and battered. The implications here are that he was pushed to high diff by fodder and then delivered his strongest attack which is confirmed weaker than Old Gaban's casual waxxing of Sommers.

You must be insane if you believe that. In this very chapter we have WB collateral diffing a HK by doing what Prime Ray failed to do with his strongest attack, cut them in half. This chapter is literally Oda fucking with Rayleigh bros. He knows what the feat to beat was with Gaban and specifically chose to give Prime Ray an inferior feat.

I'm just telling you what we can see bro. Don't let me get into the state Rayleigh was in. I'm praying Oda reveals that Garp jumped him before he reached Sommers or some shit otherwise I'm putting Rayleigh at YC1 level.
