I don't get it, how is he sustaining damage if he can regenerate? Is it a partial regeneration? Then that would mean the regeneration isn't successful.

So if a swordsman using haki beheads him and he regenerates his head, how did haki damage him? It should probably say it taxes Marco's stamina more to recover from those attacks. It's clear whoever wrote this didn't actually care to stop and think.
He immediately regenerates from attacks with no or weak Haki. Attacks with strong enough Haki deal damage to him as if he was a normal person, and he can regenerate some time after the hit. If a swordsman with ACoC cut his head off, he dies immediately

So basically what I just said, it taxes his stamina pool. No drawbacks means he's fully healed as if he's suffered no injuries. All it did is take a chunk off his stamina, but his body is unblemished if he can still regenerate. He probably regenerates slower too since it's more taxing.

I'd imagine if haki drains him faster, he won't be able to stall for very long against a haki master. But then it's odd how Oda wrote Big Mom avoiding him and referencing not having the homies to waste on him, implying a fight with Marco would indeed drag on.

Add in that too, they regenerate quick + extra stamina stats.
