Because if Imu could actually Domi Reversi someone of Xebec's caliber, the manga would be over ten times.
He could Domi reverse literally everyone right now, mugi included, and kill Luffy on the spot.
So, he clearly cannot. Should not.
Also, plot-wise, there Is heavy indication at least Garp doesn't know Imu and so he shouldn't have seen any demonic Powers related to him outside the general regen every HK/Gorosei has.
Not to mention It would be crazy disrepsect from Oda to Xebec if Xebec was made a "slave" by Imu, his sword enemy, more so when Imu and his goons are after his son and wife's lifes.

Joy Boy's casual haki burst 800 years after his death had Imu on his knees and wifi diffed 4 of his top servants all at the same time. Joy Boy is undefeatable. Most probably all the allies he gathered jumped and backstabbed him and that's how he went down. We already know Imu can do that.
Apart from Joy Boy, everybody else gets negged by Imu, including Rocks, Roger etc etc. That's why he went undefeated for 800 years after Joy boy's death. Nobody can beat him except Joy Boy.

Tbh, I think Xebec vs Imu/Gunko as the final act of Xebec Is far more likely than any Domi Reversi Xebec vs Garp and Roger.

Imu/Guko is actually the main villain of Erbaf, and so makes sense he was the one doing things back in GV, since the FB is centered in Erbaf's arc and Is builind Imu/Gunko as a villain too.
