Kaido was fighting and witnessing G5 power and he still said that. Couple pages later he lost and statement was proven wrong. 
So Kaido opinion was proven wrong and cant be used as legit way of scaling. Unless of course you take his and Don Krieg statements seriously

Assuming Linlin and Kaido are done that means Yamato, Luffy, Ray, Gaban, Zoro, Garp, Shanks, Loki, and the Gorosei. Perhaps Dragon, BB, Beckman, and Mihawk... but look at that list and it's mostly unknowns or untested. Gaban is one of the few proven and he was just taken down. Imu using WiFi is such a big problem
