Xebec's definitely a villain, even if he has a few redeeming qualities.

1. Yeah, but it's his friends, not him
2. Tradition, he liked Davy back fights so he did them
3. He beat yp Loki cause he wanted to give him an eye opener that "hey, my crew is kinda dangerous"
4. Half of those were cause of the government or celestial dragons, he doesn't hurt innocents much
