This doesn't mean volume covers are 100% wrong. That's just the hierarchy of accuracy to what the fanbase should see as "official" colouring. Manga is a black and white medium, this is where the anime actually has priority over it unless directly contradicted by the black and white manga. Like I said, look no further than Law's hair colour changing from blue to black volume to volume, or King's skin colour being the same as Zoro's when he's clearly much darker in the black and white manga. Oda just does whatever he feels is convenient at that point. He doesn't take colouring seriously, One Piece films take colours the most serious. Only issue is we don't get to see the same clothing most the time, but you'll notice the subtle differences in skin tone, hair colours in movies because these things matter for that lvl of production.
