I trust Sandman when it comes to these translations and he said the dialogue showed ambiguity about which is stronger Shanks or JBs. (Someone posted the screenshot) and I am not putting Shanks haki above JBs. I was saying that JBs haki had Imu sweating buckets back in Pangea castle and Shanks haki was directly compared by the author to this JB haki. Even if Roger/Rocks/Garp/WB get this type of comparison and portrayal they still dont get the above then everyone type of Madara/Hashirama hype and portrayal.

It can't possibly be ambiguous because the next sentence shared a feat that Shanks haki lacks. Affirming that they understood haki working at a different scale. So it makes no sense for the text to be understood to be going either way.

Shanks haki already has already been challenge by Newgate and they were at a standstill.

Joyboy’s haki did negate Imu’s powers. It sent the gorosei home and had Imu shaking.

Yonkou system came after Roger became PK.

It's the system World Government deliberately maintains alongwith navy and Warlords (now Changed) to maintain balance of power.
