Nah I think it's because Oda knows he won't be giving him that 1v1 fight is why he made Kizaru like the top 1 most broken character. You can't be that fast, that destructive, that lethal, and that durable all in one package, it breaks the laws of character archetypes. Oda created a character so broken because he knows Kizaru will never need to be solved, we will never see an all out Kizaru unless there is a direct counter to his fruit like Teach has, only under those conditions will Oda let Kizaru even remotely try. Oda is not as stupid as people think.
Rn on paper Kizaru is so busted he legit mid diffs other top tiers if we factor in context, even his fellow Admirals. There's no solution to him when even Future Sight couldn't get around him. His weakness had to be durability since he is near impossible to tag, and yet Oda gave him maxed out durability. It's simply too stupid. Like Kizaru cannot have awakening, he shouldn't be allowed to and I'm convinced he doesn't have one now.
