Oda just really wanted to hammer home that these two are and will remain equal. I find it easier to reconcile then Xebec not having gotten stronger in 18 years.
If we take powerscaling glasses off It’s much easier to reconcile this then an active pirate who didn’t have a crew yet remaining at the same strength level through his career of almost two decades.

I believe it depends on the individual. Rox was still holding a sword in the picture we saw after he renounced his people’s history of violence, he might have been training himself while being peaceful.

Why not? Aramaki and Issho were "civilians" just 2 years ago yet they're considered at their prime. If Xebec turn to 50 something on GV, he was a 100% in his prime during the reverie

Marijoa Xebec and GV Xebec are the same level lol. That's why Harald stayed Xebec's equal despite chosing the path of a peaceful diplomat @EmperorKinyagi

There's just no much basis to Xebec getting stronger aside from "he should", Oda didn't even modify his design like he usually does to show a character growth.
Staying Harald's equal would suggest the growth was minimal

I understand your POV. I think the Harald thing was just Oda showing how strong Harald was and kept up with Xebec through the laters active career as a pirate.
