I don't think it matters if Xebec doesn't give a damn about Garp and Roger. This is his story and how he wanted to become king of the world, this is also the sole reason Roger starts his pursuit for the One Piece probably and Garp the SWORD division not only that but because of this event Dragon also starts the revolutionary movement.
This event is actually the sole reason Imu will fall in the future, without this OP story simply does not exists.
Oda needed to do both. Tell Xebec story and make his final fight against other equally important characters meaningful and in summary Xebec doesn't even have a story. He was removed by Imu in an instant the moment he fought him. And now he's a zombie that Roger and Garp will defeat because they're strong. That's it. I would agree with the Dragon bit. But it's kinda telling that the Dragon part is the best argument to justify this whole thing.
