Oda wrote himself into a corner when he referenced god valley during Wano to get readers engaged. He made Garp out to be a major player as 'hero of marines' and it's pretty clear he was shoehorned into this mess. We ain't even see him fight or go after Xebec AT ALL until now

I don't think it matters if Xebec doesn't give a damn about Garp and Roger. This is his story and how he wanted to become king of the world, this is also the sole reason Roger starts his pursuit for the One Piece probably and Garp the SWORD division not only that but because of this event Dragon also starts the revolutionary movement.
This event is actually the sole reason Imu will fall in the future, without this OP story simply does not exists.

Imagine after we read this flashback, with the ridiculously strong feats of Xebec and Harald, surpassing any of the established top tiers in the manga,
And you have moments like Imu tanking attacks from 4 of the strongest top tiers ever in addition to Kaido and Big Mom,
And now we have DR Xebec solo’ing multiple Yonko and neg diffing Kaido and Big Mom,
Imagine Oda utterly shatters the previously existing power ceiling in this manner,
And then we go back to Elbaph and Loki is like, YC1 lmfao. Absolutely no one would give any singular shit, Oda would have completely shattered the bounds of the previous top tiers, only to then massively regress by showing us a Loki who debatably isn’t even a top tier.
It makes no sense at all. The point of God Valley is that Oda is setting us up for the God tier battle that is about to happen in Elbaph between the likes of Imu and Loki, characters who are far more powerful than the existing top tiers. Oda isn’t going to draw DR Xebec ragdolling 3 Yonko, and then disappoint readers by making Loki a low top tier. Lmfao

We don't know Xebec chronology, but I agree he wasn't far from prime during that time imo.

I said a couple times by now ,Loki surpassed Harald awhile ago.
Which means Xebec as well.
He killed a potential DR Harald with over 100 Ancient Giants this alone is insanity .
He will shatter the existing ceiling ,even in his weakend state now .
Oda had to weaken Loki beforehand as well ,nobody could stop him otherwise when he is free of the last shackle
