I don't know if the council part was part of it or not. But FT has a Gajeel spin off, it was only few chapters long (18 or 20 chapters I think).
It's called Fairy Tail Gaiden: Rhodonite.
I hope this too. If the whole continent turns into dragons, it would be boring if only team Natsu will be shown....
I hate the bi-weekly release too, but I think it's better to show us other characters than always the main team.

Yes, it was time for that. Her last battle was against Juliet and Heine and because Mashima gave her a new power up now, she will at least got another battle later or be part of a team battle. To show her new power.
Same with Elfman, he gave him Aldoron take over.
I think Gajeel will also get a new power up in one of the next two chapters.
I only wish we would see more of Meldy and Midnight.

I hope he will get a fullbody takeover with Aldoron later, that would be insane 
Mirajane is still among the strongest, it's a shame that she had so much less screentime in the last few years or more.
But I think she will get another fight in this arc, against the Calamity Bloods or against new demons.
It would be useless if the author only returned and the others for the Oracion Sechs demons. Because Midnight etc could have defeat them too.
Maybe Mashima planed to gave them new power ups for the upcoming fights?
Mirajane is still among the strongest, it's a shame that she had so much less screentime in the last few years or more.

Chapter was okay, it sucks that nothing happened because of bi-weekly.
I think the same, but what do you think? Is she related with Natsu and Zeref who got Igneels/Ignias power or is she the wife or daughter of Igneel? Or maybe a former dragon slayer?

Thats imo Mashimas excuse why we will not see the others again, maybe only Jellal and Saber will appear because Saber has two DS and Jellal because of Meldy, OS and Erza.
But I think Mashima really doesn't want to show us the other guild members, thats really stupid and sad imo
