Rock was that guy. At this point, I think it's safe to say that Rocks was at least marginally stronger than Roger/prime WB/prime Garp.

It's like comparing Zoro to Law or Kid. Zoro would never be the underling of those guys, inspite of them being Luffy's "peers". Zoro's standing isn't inferior to them either. Luffy is simply that guy.
Heck, Roger is in actuality far closer to Rocks, than Law/Kid to Luffy in standing.

Rocks assembled the crew via Davy Back fights so WB might have been done in like that but then stuck to his code and became friends
