Is it though? Xebec still killed an Admiral, clashed with Harald several times, and has some pretty ridiculous onscreen moments prior to this. Like even if you want to claim the buff is what caused the spire in GV to break, he also made the holes in Pirate Island to form eyes lol.
Its okay to understand and treat Xebec and Harald as the prime combatants of their time, with Roger and Garp closely behind because they arent there yet (Roger goes on to conquer the seas after this), probably the same with Whitebeard.
