I still think the limitation to Domi Reversi is that he can only control you if you are within your homeland. The latin of the move name tracks with this and so far its only ever used on people who reside on their islands (Davy Clan in GV, Giants in Elbaf).

They obviously can neg him, they just have no reason to because he isn't interfering with their objective. If let's say Pissleigh was in possession of a RP, then any of the Yonko would go after him and pissleigh would have been negged.

Rayleigh has obviously gotten in the way of the Marines objectives, and the Marines have hunted down pretty much connected to Roger. Beyond Ace, they even hunted down like, Tom, who just built a ship and didn't even necessarily break the law, like Rayleigh obviously did.

If let's say Pissleigh was in possession of a RP, then any of the Yonko would go after him and pissleigh would have been negged.

Why would he even need an RP? He like, knows where Laughtale is, and what the treasure there is. Just at the suspicion of this info, Kaido send Jack to pretty much commit a genocide on Zou until they could potentially find one samurai who might have known what Oden knew, which Rayleigh also obviously knows.

I have no agenda against him. He's just trash. Look at him in this chapter running away like a bitch cuz he's too scared to take on actual big dogs and help his master Roger

Do you want him to leave Shakky on an island where there are men trying to rape and enslave her? Though, I can kind of agree that it would have made more sense for him to fighting with Roger against Imu instead of Garp, which doesn't really make sense. Even Roger and WB team up would have worked better.

Fleeing the island with a treasure chest but has zero relevance and is being constantly paired with Ganzui and Captain John while his rival gets folded by Pinmarco and while guys like Kaido, Whitebeard, Big Mom, Roger, Garp and Xebec get endless hype and portrayal.

Oda hates Shiki with a passion, he has basically said Shiki's entire existence is just movie fanfic and he was forced to include him in the manga lmao.
