See ZenZu's point. Though nevertheless, yes, you could argue that the feat Roger and Whitebeard pulled off in the Wano flashback was greater (so far), but we have yet to see the end of the flashback.
Also, what is more importantly here is the idea that Garp and Roger are always around the same level unlike what people pretend who say Roger suddenly outpaced Garp in growth. So if Roger is 50, 70, 90% his prime in GV, so is Garp.

I think that’s just standard CoC, even FMI Luffy was showing island level standard CoC.

They didn't even use an attack. Those panels you showed me they were clashing full power or attacking full power. They excuded such strong haki from just yelling that Imu got shook for a second.

GV WB vs Roger was random sucffle
It's clear GV main battle is the one that started at the end of this chapter.
Imo Xebec was PK level.
GV Roger, Garp, WB are around prime Kaido.
Ray, Gaban, Shiki, Big Mom etc... range between the old legends and Yamato.
The clash bw Prime Roger and WB remains the most insane clash of haki we've seen, and we've even seen Xebec vs Harald.
Even the way the ACoC is drawn is different — their ACoC went from the normal black lightning to straight thick black lines.
They were nearly there but still had a little growing to do after GV.

I think the whole debate kinder confirms what I think recently about the "battles" in One Piece.
Roger,Xebec or Garp, they are victims of bad fight choreography, followed by Oda's apparent lack of ideas.
Unfortunately, what Oda always tried to avoid has more or less come to pass. Most of the characters we see in action right now were characters we've all been waiting to see in action for years but unfortunately the "WoW effect" is somehow missing. Why was Roger vs Whitebeard first encounter so hyped by the community? Because we saw for the first-time a new power(adv CoC) which surpassed the usually Sky split feat of yonkous... Mountains getting destroyed or island getting cut is something which we already saw in Onigashima. Oda didn´t make himself a favor giving Kaido someone who possesses an insane devilfruit power, the same adv CoC. And of all powers, adv CoC seems kinda "boring"?

This had more impact than anything we got in GV depends having top tiers fighting and destroying an island apart lol...
I know this is a flashback, but a flashback shouldn´t be a excuse for bad fight choreographys..

Fight choreography is really bad since wano ending, Egghead was a complete disaster with Kizaru vs Luffy, the fight choreography isn't really good since Wano ended. Oda really needs to come up with something so that characters like Xebec, Roger, or Garp stand out from other Devil Fruit users because they don't have any Devil Fruits...
I wish Oda would get more help from Shueisha in this regard, with editors who know how to help Oda with fights.
