In the end Ultimately, Haki lacks variety. It's a one-dimensional ability, and the bland fighting style that many non-Devil Fruit users possess doesn't help help it better. Devil Fruits are ultimately better because of their versatility.
Add to that the aforementioned Haki that everyone has, which makes characters like Xebec, Roger, Garp, Shanks, Ray, and others seem rather weak/not special.

Tbh Rox has always had that physical power. This is a man who could clash physically with the strongest and largest giant in generations.

No he got bigger and stronger, but nothing he did this chapter seemed like it was out of the realm of possibility for base Xebec too based on what we’ve seen him do.

Plus when Imu used DR the first time in the manga, the highlight was the immortality then came the new strength

Nothing in this flashback even makes sense. Xebec had some gay throwaway line about how Garp doesn´t like the higher ups of the navy, but in what situation would that even come up? It makes zero sense, imo.
