We might momentarily get a new #3 for like half a arc but those spots will forever go to zoro and sanji. If Yamato and loki joined oda would just make sanji and zoro strong enough to be stronger than them. That's why jinbe didn't join in fmi as 1 could argue he would have been the strongest on the crew at the time. Also why Yamato didn't join in wano cus she's clearly stronger than sanji and nigh equals with zoro in wano. At absolute best we may get 1 being nigh equals with sanji but neither will be clearly stronger than him. The m3 will always be there with the only thing happening is there maybe characters strong enough to join the ranks standing with them not subverting it.

- Stronger than both Zoro and Sanji
- Between Zoro and Sanji
Also I think he’s done it in other crews where the dynamic was already set prior to them really joining. Like with Oden, Yamato, and arguably Ace being above the wings of the crew but not having a right hand, vice captain, or wing dynamic because again it was already set prior to them
Yamato is weaker than Zoro, so she can't be number 3. She may join when Sanji finally surpasses her. So she'll be number 4 when she joins.
Loki is definitely not as strong as some of you guys are making him out to be. May be a top-tier, so stronger than Zoro, but more comparable to the low-top-tiers than the high top-tiers. His chances or being a direct member are almost 0. May be an ally or a indirect member like Vivi.

Except it was actually to ensure Zoro surpassed Jinbei which we got glimpses of in Dressrosa and confirmation of in Wano.
When Jinbei joined he was still way above Sanji, in fact still is a bit above until further notice. But there are signs that the Germa tech is awakening and step by step bridging the gap ensuring sooner or later Sanji will surpass him.
