Can someone explain to me why Cabaji counts as a swordsman but King doesn’t? Also why does Mr. 1 turning his limbs into blades not count as swordsmanship, but Kaku using Rankakyu does?

Why Oda decided that Zoro´s fight in a samurai country would distance himself from Swordsman, and not have any connection with the samurai culture,bro, I have no idea
