The thing is when Oda has a characters haki grow from a PU it’s written (look at Kaido vs Luffy). I think this is just odas way of showing us the level of haki Rox achieved.

Akainu should be wrote like Moubu but he will be wrote like Silver Axe.

My hope is that for Oda, Akainu really is the only character allowed to be a deadly antagonist since he already killed Ace. Sort of like all competency in the BMP's is given to Katakuri.
