The same dipshits who kept saying Oden was as strong as present Kaido because there’s no way Kaido could have grown any stronger when he was already 39 are now saying that Roger, who was the same age as this version of Kaido in God Valley, somehow grew so much after that event that he ended up outpacing Garp who, unlike Oden (who died), remained just as active as Roger for the following decades. Make it make sense. 
It's just agenda. "Kaido grew stronger" was cope from Kaido/yonko fans. Just as Roger (or Garp) grew is also cope.
Whitebeard reached his prime at 38. Shanks and Mihawk are in their prime at 39/43. Oda is consistent in portraying characters reaching their prime at late 30s
If Kaido/Roger/Garp grew at all, it would be like 95 to 100 kind of growth at best. Small growth in power by honing skills and power a bit.

I don't think it's about specific match ups so much as meeting the anticipation of the moment, whatever that looks like - so long as it's good.
People certainly expected to learn more about the crews and organisations involved. The Holy Knights showing has been meagre so far. I expected to see more of the Roger Pirates. People expected to see more dramatic dynamics between the Rocks Pirates in terms of conflicts and betrayal.
