Xebec's haki nullifying Roger's and Garp's individual attacks simply mean Xebec's haki was greatly amplified by Imu's Domi Reversi that they have to combine their haki to match Xebec's.

Xebec clearly had some difficulty with Garling and Co since he started the fight fresh and left the fight bloody. Against fodders, people aren't using all their abilities so it's different. Why would Xebec not use this ACoC ability against Garling when we already know he's using ACoC to hurt him in the first place, makes no sense.

Luffy and Zoro got training during TS - got haki basics mastered
Luffy learnt Fs while fighting Kata. It became a training session for Luffy
Wano - both zoro and Luffy went through training ----> Haki upgrades followed
Prior training or learning is key here.
So, it's clear Xebec already had this CoC skill. One can argue that DR made it stronger if not nerfed, but he had to have this CoC skill to spam against the likes of Roger and Garp.
Arguing that a buff from IMU (well we don't even know it buffs haki) will make people jump in haki upgrades is wild

Yep i doubt it's a new ability.
One we have already have carry to extreme because it rocks or DR mode or both or what ever else .
But just a new way to show it off most likley when we get the panels .
