2. Luffy, Zoro etc are super young and has much lower experiences, their growth and learning curve is high. Compare that to Whitebeard who had his DF and advanced conqueror's haki for likely 10-20 years!!
Whitebeard has honed his powers and haki for many years, has experienced top tier battles, and is already stronger than most top tiers in this flashback. His growth won't be high like that of Luffy or Zoro.
Same story with Roger and Garp, who are 39 or 40 and most likely in their peak power already.

A more apt comparison would be 36 years old Zoro vs 38 years old Zoro.
Do you think 38 years old Zoro is jumping a tier from his 36 years old self? Not going to happen.

Matters more with how they are challenged though

you can fuck sround for 30 years and have minimal growth, but 1 top tier fight can elevate you massively

Oden suffers from the same shit, should be mid top tier at least but his DC feats are pratically nonexistent, it's the fact that he gave Kaido 20 years PTSD that make him impressive, but visually he never showed any move that made me go wow.

I remember the cope that it was just base Kaido, and that drunken Kaido would body him.
Shit was soprevalent that even I brought it for some time. Until it eventually clicked on me that Oda clearly won't show the saga boss' ability in a damn flashback, and that portrayal is king especially in flashbacks.

It makes zero sense for Kaido to have PTSD lasting two decades if he could've just bodied him using drunken hybrid.

At this point, in general, I value portrayal a lot more, and by default go with portrayal if characters don't get to showcase most of their abilities. With only exceptions being when feats and abilities are fully fleshed and so overwhelming, that it has to be given it's own weight (Kaido vs BM is a classic here)
