So Roger and Garp together were getting completely beaten by a powered up but mentally nerfed Rocks, so they had to combine their CoC and go all in just to defeat a mentally nerfed Rocks who allowed Roger and Garp to attack him.

But Rocks himself if I remember correctly, held some hostages when he fought the unknown Admiral who mind you could not go all out because the fight took place on Marijoa but despite being nerfed, the unknown Admiral was still able to deal damage to Rocks.
