For top tiers, there needs to be a balance. Context obviously matters, here Xebec was established as more durable and harder to damage than any top tier we have ever seen. So Garp and Roger being able to put holes in him like that and dice him up means if those attacks landed on any one in the verse they are getting annihilated.

But back to balance, look at Big Mom for example, she looks pathetic in the fight against Kidd/Law. Hakai was impressive, but that was a combination attack. Kaidou's final attack looked visually impressive as far as scale goes. Big Mom's fight took place under the roof and if not for Law you would barely know there is a fight going on at all.

Garp is just relying on his Haki, but he can't match Luffy's physical strength. Luffy takes a shit on battleships.

I think Garp compensates by having better Ryuo.

Look at this nuke of a Haki blast in Hachinosu compared to the size of Luffy's here.

DC does matter though lol, how else are we supposed to be impressed by the same black scribble attacks? 😂 That’s why he gave Luffy and Kaido gigantic finishers. He even gave Law absurd DC despite his attacks focusing on internal damage. Oda still went all out visually with Puncture Wille.

Notice how all these guys have DF.
Then look at the attacks Zoro finish people off with that don't do anyone big AoE.
If you want to see big AoE final attack get a DF lol.

I do think Garp has very good Haki, but the reason why Luffy was underplayed is he essentially had to raw dog all his attacks.

Even G5 side, Boundman had insane physical strength, but people downplayed it cause Luffy was just using base CoA. Once he used CoC, even his base was powerful.

Divine Departure is like Roger's equivalent of "Thunder Bagua"

OKG was in a clash against some upgraded drunkmode TB. Kaido still had the upperhand though but there's different levels here.... signatures vs high end moves.
