He doesn't have much ambition to do anything meaningful really. He's content with being a follower which obviously gives him a portrayal downgrade from a Roger main rival to No.2 behind Rocks.
Still doesn't mean much when in the actual battles he has Roger locked in a stalemate and that without his fruit. He never really desired to beat Roger while Roger and Garp probably have.

He looks "bad" because Garp was Roger's equal when we thought WB was the only one. In fact, you can now argue Garp is more of a Roger equal than even WB. We were basically lied to by the narrator and Buggy (as we saw with Garling, this is not even an exception at this point though).
Obviously ignoring the fact that those two weren't lackeys and actually finished off WB's captain. While WB is busy playing tsundere underling to Polo Gram.

I get all that. I am actually arguing a very simple point. For example admiral fans countless times brought Kizaru putting down the tree in Saboady against Kaido attacks arguing for his superior "AP". Mind you Kaido one shoted Luffy. It's clear as day that line of logic is out of the window now. it was super dumb and disginous logic. So when someone doing the same reasoning they don't get to switch and flip all of a sudden like nothing happened

Divine Departure, Galaxy Impact, Ikoku, Thunder Bagua are all comparable.
OKG was paralleled against a Upgraded Drunk Thunder Bagua, a high end finisher of a skysplitter.
Its in another league compared to basic top tier attacks.
Just because it was used against the one city sized Dragon which can make shit like this look weak... doesnt make it weak. No other top tier is doing shit like this.

I said it in the past but I always thought that Oda "nerfed" WB by making him unambitious compared to other top dogs.
Maybe if an all out fight were to happen in the manga Roger wouldn't stay down until WB is unable to move (so kind of like Luffy vs Katakuri) but on paper WB has pretty much every stat over Roger.
