To be honest I feel like everyone won.

Maybe Rogers wings since they didn't get any significant clashes. Some extended fight/clash with some of the god's knights would have been nice for them. Kinda like how we saw Rocks stomp and win vs Figarland.

Ray got his shine but it was a cheap shot and no focus is given to the Thorns guy afterwards.

The arc is also winding up and it's not clear how Captain John ended up with the lion share of the Treasure.

I do not believe Garp loses as character.
He doesn't believe change possible in the Marines, and with him at the top just below admirals, he can at least protect as many people as possible.
