The biggest winners are the Monkey D family.

I don’t think there are any other massive winners. God Valley in an ideal world could be an arc of it’s own, not a couple of chapters. Because of that, you can see Oda picking and choosing characters that he’ll parcel out the limited screen time to. Ray’s important, so he get’s his Shakky plotline. Whitebeard, Kaido and BM are important, so they get a couple of fighting scenes. The others don’t really matter, so they basically get tiny one panels and some side by side scaling for Shiki, who has always been a weird character that Oda likes but not enough to ever actually do anything in the main story with.
In a perfect world it would be a Roger vs Rocks vs HK style arc, probably split into three plotlines for each of the main Roger Pirates
Roger: Main plot with Rocks and Garp
Ray: Fight for Shakky
Gaban: fight for the treasure
With Dragon’s story going on in the background, pretty much as it happened in series.
As it was, we only really got Roger, a bit of Ray and the Gaban plot was near enough offpanelled.
Garling is an obvious loser, but depending on what he’ll actually do as a villain in the future that might not matter.
