Prime Roger would arguably defeat Prime Kaido and he got no Devil Fruit boosting all his stats bar haki, so Roger's haki had to be superior to compensate.

The difference is how they used CoC throughout the battle.
All OG Yonko would skyplit with one another signalling there isn't much gap between their overall strength and so they're roughly equals as they're supposed to be.

Top tier DF user Prime WB could equally clash with haki merchant Roger in haki clash, i believe it would be the same with Garp.
But the utilisation of CoC from Roger and Garp will be on different scale.
Shanks could wifi diff an Admiral
I doubt Prime WB could, but that won't mean he's COC is way below Shanks....

Gold Medallists or PK lvl: Roger, WB, Xebec, Garp in that order.

Silver Medalist or Yonko lvl: Shanks, Mihawk, Dragon, Kaido, Rayleigh, BigMom, Shiki, Sengoku etc...

Bronze Medallist Admiral lvl: Admirals, Scopper Gaban, Oden, Silver Axe

Kami lvl: Imu, Joyboy, EOS Luffy, EOS Teach

70 to 80 under normal conditions seems about right, maybe greater or lesser depending on mental buff/nerf.

He is a master compared to most of the verse but he also has a very powerful fruit to rely on.

As such it seems logical that his haki should be less than that of haki specialists like Roger, since he doesn't far outstrip them in power with his fruit.

Nice story when you look at isolated panels and ignore context.
Luffy is showing off DF Awakening and Kaido tells him that cannot conquer the seas and tells him about the only example that did conquer the seas, a DF-less Roger. This has never been about sucking off Roger but showing the example of haki conquering the seas.
Thus >Haki conquers everything and we proceed with scenes like Shanks/Joyboy's haki negating DFs...
This is literally Oda establishing a pecking order of haki>everything.
