Koby is the successor of Garp and given how important Garp was in GV, I genuinely wouldn’t be surprised if Koby was top 10-top 5 by EoS.
While Koby obviously has immense haki potential, the most logical route for Oda to accomplish this is by Koby eating a god fruit or some other top tier ability.

In the void century, there were 2 major forces opposing Imu: Joyboy and Davy. But I wouldn’t be surprised if there was a third major figure revealed as the predecessor to the marine admirals: Sora the warrior of the sea, who’s exploits were stated to be based off actual historical events.
I feel like Sora’s power would probably be the power of the Sea God. Sora was called the Warrior of the Sea, and he was said to be able to walk on water.
Likewise Koby has shown himself to be an excellent swimmer. If the sea god fruit somehow has an immunity to the standard DF weakness to the ocean, it would be the perfect fruit for Koby.
I think this fruit could possibly belong to the burn scar man, who can create whirlpools, hinting at an ability that can control the ocean.
