Captured Bijuu (we see this in a filler).
Clowned Orochimaru.
Bitch slapped Kurenai.
Beat Kakashi.
Extreme diff loss against Sasuke (wanted to lose and was dying anyway).
Had both KM1 Naruto and Killer Bee shitting themselves.
Broke free from Kabuto's control.
Beat full-power Edo Nagato.
Beat Sage Kabuto.
Released Edo Tensei and saved the entire alliance doing so.

Shanks set a top admiral home, which sets in place his standing compared to most characters in verse, and Itachi sent Orochimaru home, someone Hiruzen saw as above pretty much any other Konoha Shinobi, except a hypothetical Minato. For reference, Kakashi hasn't even fairly beat even weaker members of the Akatsuki,let alone Orochimaru himself.

Pretending Part 1 powerscaling factors into Part 2 is asinine. Two completely diff beasts. Kishimoto threw P1 logic out completely when he wrote P2

Otherwise youd still be arguing Jiraiya ~ Kisame + Itachi and 8th Gate Gai ~ Hiruzen

Also yes, Deidara is a top tier, Kishimito specifically mentioned he'd be by far one of the hardest to beat in the War arc if he'd been given the slightest breathing room after he just awoke.

Obv not but with prep the sky is limit. In a random 1v1 encounter with limited or no intel thats usually the basis for char A > char B

Full intel + prep, even Pain arc SM Naruto can potentially beat Obito. Lets a clone go to kamui world, real body in real world, anytime Obito phases he eats frog kumite
