Nukes in One Piece aren’t like the ones we have irl. They haven’t exactly invented nuclear tech yet.

Nukes in One Piece are just big explosions while irl they contain radioactive energy that destroys your body on a molecular level. No One Piece character is surviving that.
They‘d probably get him with less though since poison is already pretty effective without immunities and even if the Davy clan has special bodies Teach was almost killed by poison, so Xebec would as well.
He‘d get killed, but the US would likely lose a big city which would be used to trap him and kill him.

One is just a big explosion/shockwave.
The other is a big explosion with a wide range larger than a metropolis like NYC which contains radiation that’s literally burning you on a molecular level on top of that and you can’t defend against that. Do you even know how nukes work? Guess not.

If it looks like a nuke it is a nuke so the thing Franky tanked was a nuke
Have you ever thought to consider that maybe the reason it looked small was because Franky tanked it preventing it from spreading?
Also saying fictional charters cannot defeat Nukes when they are fictional is absurd next you will make an argument that nukes can kill Superman and Son Goku

If Xebec is more or less aware of human world tech he wins this
he can outspeed cruise missiles and destroy them before they can explode or land. OP guys are hella fast.
And excep nukes, very few things will hurt him or his haki
Between COO, COC, COA and his body being mad strong he can very well do it
If he has no intel it can become way harder for him
Xebec can destroy a city like Manhattan in a few moves if he really wants to tear it apart. One big AdCOC hit to the ground and the city would suffer massively
So any ground soldiers or tools would be useless
