Yes, indeed, but we are talking about an isolated scenario. Number 18 was sitting on that island, so there was no reason for Piccolo to destroy everything completely, and it is in fact a stronger version.
However, when we look at the Logias, they can be harmed by their elemental weakness. So technically, what comes to Piccolo’s mind when facing someone like Akainu, who is made of magma, is to throw water on him to put it out. If he’s facing someone like Aokiji, then fire to melt him. A giant tree (Green Bull) — fire to burn it, if nothing else he tries works. And ki blasts are hot; Cell used that to melt the time machine he used.
If I’m not mistaken, Goku and Gohan used ki blasts to cook inside the Hyperbolic Time Chamber.
So the only problem when it comes to the Admirals is Kizaru, who can be very well restrained, and technically, if Piccolo tries the direct weaknesses of the others, he’s also going to try all of them on Kizaru — water, fire, hot ki blasts — and then it will work.

So now that we have unequivocally established that Early DBZ Piccolo can easily blow up any island in the OP world then that circles right back to this.
Piccolo can simply blow up the island this all takes place on and flat out destroy anyone on it or drown any Logia incapable of flight in the presumed dumb arse scenario that all Logias are immune to Ki for some banal reason.
If Piccolo, especially still evil Early DBZ Piccolo, believes blowing up an island is necessary to win then he'll do it.

He can blow up an island when he intends to do so yes, but that is the key distinction, Dragon Ball characters do not blow up islands, cities, moons, planets when they throw out attacks, the potency is concentrated so as to avoid unnecessary destruction.
You're attacking a strawman right now, I never argued Piccolo was incapable of these things, only that he'd have no reason to do so without knowledge of the devil fruit weakness. And of course, many logia are capable of flight, especially the most relevant ones.
