He wants them to be like the modern day scandinavian countries are irl. Well educated and associated with peace and prosperity, more so focused on uplifting it's citizenry then foreign conflicts. This could have been used to have Loki and him fight, with Loki killing him, which is what I thought was going to originally happen, but Oda decided that the new hot thing for the manga is robbing characters of their agency so we can sit around feeling really bad for Rocks and Harald, which is totally not pathetic and lame.
