Doffy got both COC and awakening to cap at Cracker level

he definitely is
no advanced haki whatsoever
no notable hax, his best hax move (parasite) is dependent on too many things like the strength of the character he's controlling and whether they have a way to just burn/freeze/whatever his strings (which is bad as too many characters can already use fire or transform or some shit)
his strings, even when awakened, can't even pierce through basic Armament Haki usually
he's my second favorite villain but when it comes to powerscaling he was very pathetic, i still put him at yc2 level but i can see why a lot of people think he's only yc3 level
if not for things like him being able to fly he'd be murder stomped by cracker

I feel like a lot of the issues people had with GV and Harald could have been resolved if Oda actually showed the good side of the Marines.

You know, helping civilians, saving lives, stopping powerful pirates, changing the system from within.

It would explain:
- Garp and other Marines staying with the Navy
- Harald wanting so bad to join WG
- Why people tolerate CDs in general
