Unfortunately Katakuri is just a Doflamingo on haki steroids so it's impossible to make a legit argument for Doffy

Yeah, King and Marco might not have all that advanced Haki stuff but this guy was taking two ACoC slashes to his face and walked it quite off, against Zoro of all people. Only the attack, which is arguably stronger than Lolden's finisher, took King out.

Marco was THE regen merchant before Lolda introduced the Gorosei and Holy Jobbers but at least Marco was handling both King and Queen whilst sharing his flames.

However, as you said, Kuri was the real reason because this man literally fought a stronger/more experienced Luffy, showed awakening but better with better Haki feats and forced Luffy to get a new PU. He was without doubt better than Doflamingo in both feats and portrayal.

Furthermore, before I grant Doflamingo any kind of superior portrayal among 99% of high tiers, let this man break out of prison first before people scale him as a "low top tier" character lol.
