If anything its because Oda strongly believe the subordinate should just stand around. Its stupid but it seem to be what he believe. Them doing more that that could endanger his vision for the captain.

Even whitebeard as part of xebec crew wasnt allowed to do much to not outshine xebec.
Second rayleigh and Gaban are alive so oda isnt pressed to showcase more about them they could appear again in th final war too unlike roger who is dead so oda choose to ma

The more I read the full summary, the more Harald's actions make sense, from a human POV.
Harald has been doing his best for years with the intent of opening his country to the world and cleaning the Giants' dirty reputation.
Now that even his best friend, Xebec, is dead do you think he would fuck everything up? Like, Harald knows for sure that his presence at God Valley could have changed the tides in Xebec's favor, so since his absence has some responsability for his friend's death, he SHOULD be even more determinated in reaching his goal. Otherwise Xebec's death would've been in vain, at least in his own head.
Looking at how the full summary is worded, it seems to hint at Garling himself sinking the island when he stabs Xebec.
Panels will tell us more.

Denial would be the better term. The time when admirals were feared is long past. The admirals are powerful but they won’t fight Kaido and literally piss their pants and run when Shanks gets involved.
