He isn´t going to help giants attack Totoland yeah, it was probably done behind his back/illegally. In the minds of people of Elbaf, he was a complete pacifist who was against all war,he wouldn´t especially go to war with BM for revenge, and if on Imcel´s orders, it would be done without people on elbaf knowing, like how he went to fight Rocks without any giants with him.

To be fair, while it doesn't change the gross-ness of the situation, Loki is a giant (& giant age are different than normal humanoid species in OP), and because oda's a japanese man and the age of consent in Japan is 16 (bigger step up than being fucking 13 but still fucking gross)
