In one chapter Oda revealed that Saint Shanks is a ladder climber and wants to ascend the ranks of the Holy Knights, and also that he is willing to use under-handed methods to do this as we know he freed Fisher Tiger with the intent on turning him against the CDs
It’s exactly like I said, Saint Shanks is a conniving schemer willing to use underhanded tactics to get his way. The man is objectively cowardly scum, he could never beat Loki in combat.
