Uh actually a lot of people thought Saint Shanks was spying on the WG. You thought he was spying for the WG only.

A lot of Saint Shanks haters basically assumed that Saint Shanks was a spy for the WG.

I mean here is a thread from Lee in which he thought Saint Shanks was a Government Plant lol.

I find a majority of hardcore Saint Shanks fans pretty annoying, but Saint Shanks's haters are also blinded by their hatred for him, to the point where they really believed that Oda was going to make him into a straight up villain.

Don't get me wrong, Saint Shanks being a villain would have been a cool twist, but Oda loves Saint Shanks way too much for him to be a villain.

Saint Shanks haters were theorizing and making jokes about Saint Shanks being a Saint Rat and a spy for the World Government, only for this chapter to have Oda twist the whole thing by having Saint Shanks be a spy against the World Government.

There is a reason why Oda created Shamrock as the evil twin for Saint Shanks, and why we also have Garling as the evil father for Saint Shanks.
