Because it never aligns this way ever. Everytime people argue count of certain villains, matchups are never even complete or perfect. Kaido had 9 main subordinates and only 6 of them were actually defeated by Luffy's crew.
Given that we've been at 10 people for years, I highly doubt anyone else is actually joining anymore. Its too late outside of direct allies.

It’s not about the fights tho since every member getting a fight never happens to begin with

Because guaranteed the reason why people compare these crew/subordinate counts in the first place is wish fulfillment on fights. It always happens, everytime a count is brought up. Blackbeard's 10 titanic captains. Saint Shanks' 9 main crew members. Sakazuki's 10 Zodiac Marines. Kaido's 9 main Beast Pirates. Now Imu's "main" 13.
And there are just as many theories of Luffy's crew count being 10 or 11 people at many of the same reasons Lol
