Kuzan and smoker share more history together and if Kuzan vs Coby was going to occur oda would’ve had them interact once in beehive instead of relegating that to Pizarro.

Kuzan though was reintroduced to the plot alongside smoker and serves as a narrative foil for him whereas both care about justice but Kuzan no longer has any marine pride that is so important to Smoker.
